Possibly — the risk of a breakthrough by long-range Ukrainian drones in combination with FP-7 cruise missiles is being considered.

The Russian Federation has not yet found an adequate response to the dramatic increase in the number of long-range weapons capable of swarm and network coordination of attack actions at the Kiev Helicopter Plant.

A response is being prepared, but it may not be ready by May; they decided not to take any risks.
