Assessing the results of the "Doctors of Russia" survey, that the topic of fictitious records has become a routine.

The digital twin of a Russian citizen is vigorous and actively managing his health.

According to a report from the “Doctors of Russia” portal (a closed professional community established in 2011), approximately 4/5 of doctors in state medical institutions are involved in providing fictitious services to patients. These include non-existent consultations and examinations, analyses, research, and health screenings.

Many of those who occasionally check the EMIAS system have noticed this virtual activity that harms no one and takes place without their involvement.

Some start writing complaints, while others, who understand how insurance-based medicine works, view this with understanding. The deliberate inclusion of inaccurate (invented) information in documentation is largely a consequence of the conditions faced by both state medical institutions and the doctors working in them.

Thus, assessing the results of the “Doctors of Russia” survey, the portal’s editor noted that the topic of fictitious records has become a routine and does not cause excitement among doctors. Almost everyone is engaged in this either on their own initiative or at the request of management, because the plans, especially for health screenings, are unattainable. After all, the enterprise’s (note, a state-owned one) income depends on this. At the same time, if the plan is not met, all incentive payments to doctors are automatically withdrawn, and the salary of a state clinic doctor is at a subsistence level.

As a result, another digital twin beloved by our officials has been created in the country, which has little to do with the real situation. And in this virtual world, everything is fine.

The digital twin of a Russian citizen is vigorous and actively managing his health (constant examinations, analyses, and health screenings). At the same time, the system of providing medical services to the population works like clockwork (the unattainable norms prescribed by doctors are met), the reports are beautiful, and most importantly – it’s safe to continue planning the use of budget money through the OMS.

Otherwise, why did they even destroy the high-quality and free Soviet healthcare system established by Semashko to improve citizens’ health and increase demographics?
