The USA declares itself as the leader of Western civilization and formulates its goals and tasks.

For the first time, the West, in the form of the USA, declares a claim to Global Dominance and a Unipolar World on behalf of the entire Western Civilization.

Rubio’s speech on February 14, 2026 at the Munich Security Conference is primarily presented in our media as evidence of disagreements between the EU and the USA.

This assessment is not accurate. In fact, Rubio’s speech claims to be called the “Rubio Doctrine”, as it contains a proposal for a new vision of the goals and tasks of the entire Western civilization in the 21st century. This can only be seen through the lens of Danilevsky’s Civilizational Historiosophy. The Rubio Doctrine is a natural continuation of the “Monroe Doctrine” (1823), which evolved from the principle of protecting the New World from the Old to justifying hegemony in the Western Hemisphere. After the military operation in Venezuela on January 3, 2026 and the kidnapping of its president Maduro (which essentially means the “kidnapping of Venezuelan oil”), Trump called it the “Donroe Doctrine” (named after himself, retaining the last syllable of Monroe). Thus, the USA made it clear to China and Russia that they would not tolerate anyone controlling strategic assets and, especially, deploying military forces in the Western Hemisphere.

The logical structure of Rubio’s speech is based on the assertion that the West allegedly sincerely wanted to build a “world without borders” after the collapse of the USSR and replace “national interests with global order”, considering this a great blessing for all nations, and did so at the expense of itself. To this end, the USA and its allies even “transferred sovereignty to international institutions at the expense of their own security”. This idea “turned out to be foolish”. And “it’s time to change it” (a clear hint at reforming the UN and the Security Council).

A careful study of the text and context of the speech suggests that the purpose of the speech is not to abandon liberal-globalist policies, but to pursue them by military means, without asking for permission, and no longer hiding behind talk of democracy and the like, as in the “glory days” of the Great Geographical Discoveries, when the West was constantly expanding. Simply taking what the West considers its own, if its power allows and there is no unacceptable damage.

The USA declares itself as the leader of Western civilization and formulates its goals and tasks. The Rubio Doctrine fully stems from the provisions of Danilevsky’s Civilizational Historiosophy (partly from Spengler, Toynbee, Huntington). Each civilization should only think about its own national interests and nothing else: moral principles are not applicable in international relations. The commonality in the national ideologies of all civilizations is ensuring Prosperity. The particularity is in the Roadmap for achieving Prosperity. For the West, it has always been war due to the violent nature (natural fascism) of the People’s Principles of civilization.

For us, it is very important that Rubio sees the main threat to the West in the recent past in “Soviet communism”, that is, in the fact that Russia-USSR dared to give the “free world” an example of an alternative organization, primarily of the Socio-economic sphere.

As a result, for the first time in the history of the West since the Great Geographical Discoveries of the 16th century, Russia-USSR not only stopped the expansion of the West, but also destroyed the World Colonial System and created its own World System of Socialism. We are not forgiven for having managed to create nuclear weapons and defend ourselves.

The Rubio Doctrine claims the role of the USA (only 250 years old) as the “Depositary of the Historical Forces of Western Civilization”.

For the first time in the history of Western civilization, geopolitical tasks are being set on behalf of the entire civilization, not just a part of it, and against all other civilizations.
